Relaxed professional skirts are more casual. They're the ones with bolder prints, maybe more casual fabric (like khaki), peasant skirts, etc. Professional skirts are more simple (black skirts, small prints, less colorful)

If i bring a few skirts to the Houston-Galveston forum, do you think i would wear them more than i would dress pants?

Probaby, because I would imagine that Houston would be VERY hot. If you have a pair of dress pants though, you may want to bring them, just in case you want them

OK so if kakhi is less formal, what about a kakhi pleated skirt from Ann Taylor? It comes a little below my knees, so it's not short or anything. Would it be considered professional or just relaxed?

Here it is flat:

Here it is being worn:

If I were to wear it with a blazer/jacket would that make it dressy enough if it isnt?

That skirt looks professional to me, if paired with a nice top. You can put it with a blazer if you want, but I don't think you will have to

I guess I should elaborate on my earlier khaki skirt comment. What I meant by that is if it's one of those skirts that looks like a jean skirt (in style) but is khaki, especially the stiffer almost denim like khaki. I hope that made sense

Are light colors and flowered prints okay for a relaxed professional skirt?

Light colors and prints are just fine for relaxed professional. Depending on the actual skirt it may even be ok for professional

I don't think professional: http://www.jcrew.com/catalog/product.jhtml?id=prod70929571&catId=cat104142

It'sl ike that "pool" color but brighter with white flowers.

The skirt that you showed me could be considered professional. I guess it would sort of depend on the style of the skirt itself, not just the pattern

Do the professional jackets have to be black or navy? Can a light blue and white striped one be worn for professional?

They don't have to be black or navy. The one you described is probably just fine
