For professional attire, exactly what kind of jacket would you wear over a dress, and what kind of dress is appropriate?

Yes, also would a spring dress with a sweater over it be considered professional or semi-professional or neither?

For me, in D.C. for the girls professional and relaxed professional were the same thing. We didn't even need jackets. If u have halter tops or spaghetti straps then you need one. Our tops just needed to cover our shoulders.
And the dresses were no shorter than your longest finger tip when your hands are at your sides. so thats above your knees.

Thank you both very much. Just one more thing, I know this doesn't have much to do with the topic but because of my parents' unwillingless to buy too many clothes and the shortage of formal clothing in my closet I have to borrow some clothes from my mom and they make me look weird and old. Would that be alright or do any of you have any suggestions for me.

They are really not strict at all. I'm sure as long as your not wearing jeans or sweatpants you can get away with about anything.
